APC sure of winning Bayelsa!



The All Progressives Congress (APC) has said that it is confident that it will still emerge victorious in the governorship election in Bayelsa state despite the poor performance in the seven local government areas where elections has been concluded.

Acting National Publicity Secretary of the party, Comrade Timi Frank who expressed the party’s optimism on Thursday, said even though the party lost six of the seven local government where results have been announced so far, it was confident that when the supplementary election is conducted, the APC will emerge victorious.


Speaking with newsmen in Abuja, Frank said the infighting within the party in the state was largely responsible for the poor performance of the party in six of the seven local government areas where elections have been concluded and results announced by INEC.


He said that there were issues resulting from the conduct of the governorship primary in the state, pointing out that the governorship candidate of the party should be able to correct the mistakes he made that put the party in the current position.


He said: “This is the beginning of the battle. The battle is not yet over because we still have a rerun election and we are waiting for INEC to give us a new date. By the grace if god, that local government t is a very big one that has a lot of votes.

“Yes, we must have lost in the other six local government areas that has been announced. But we are still hopeful that if we come together as a party, we will achieve a lot.

“I can tell you clearly that the only reason why we lost the local government areas we have lost is because there are internal crisis in Bayelsa and I made this clear before today. Those crisis are still there till today. For example, our governorship candidate has not spoken to me since after the primary election.

“There are so many people still aggrieved within the party and there are those who don’t have the courage to speak out and that is why we lost in those a areas we lost. If we came together from the beginning as one, if you were united before the election and everyone seems to be happy what happened in Bayelsa would not have happened.

“However whatever has happened is history today, but I pray that the candidate himself should be able to correct whatever wrong or mistakes he must have made to put our party in this situation. Now that we are expecting a local government that has a very big votes, if we do well to correct our wrongs, I believe that we can still get victory from that local government”.

Frank who insisted that he was the constitutionally recognized spokesman of the party with the exit of the National Publicity Secretary said the party and indeed Nigerians were not prepared for what happened in Kogi state, but expressed satisfaction with the way the party handled the issue.

“Sorry to say that we were not prepared for what happened in Kogi State. But as a party, we just had to take a decision. We were also conscious of the fact that who ever the party choose, people will still go to court. So, we can not be stagnant as a party and we had to come up with a decision.

“Whatever decision was taken, the party consulted widely, spoke with the people of Kogi state, did all our checks before taking the decision that was taken. As a party, we have taken a decision and it is left for people who feel aggrieved to challenge it in the court of law. Whatever such the outcome of such litigations, as a party, we respect the rule of law. We I’ll give the judiciary the opportunity at this point in time to interprete the laws and what ever the court says, as a party, we will abide by it”.

On who speaks for the party with the exit of Lai Mohammed, Frank said “I can tell you clearly that our party constitution is very clear and for anybody who does not understand the party constitution within the party, as at today, I am the Acting spokesperson of the party.

“It is very clear that when either the National Chairman, the National Secretary or anybody is not there today, the deputy takes over automatically. This is the principle contained in the party constitution. We have this also existing today in the PDP. You can see that when Mauzu left, Secondus is today acting Chairman of the party.

“It is not different. Today, Lai Mohammed is not there and so, I am the Acting spokesperson of the party. Any other person issue ing statements for the party is doing so in his personal capacity. But constitutionally, I am the Acting Spokesperson of the party. It is not something I need to lobby of beg somebody within the party for. It is skiing that is meant to be the trend and no by it”.

On whether he believed that the Buhari government can sustain the N5000 payment to unemployed Nigerians. Comrade Timi Frank said “I can tell you clearly that for the President to come up with this kind of budget, I believe he must have commuted himself to Nigerians and is trying to key into his promises to Nigerians and see how he can turn things around to make sure that whatever promise he has made can really are sustained.

“He has competent hands. You can see that he has been traveling from one country to another looking for solutions and how Nigeria can really move forward under his leadership. Sustainability is not going to be an issue because he has a team which can deliver.

“I believe they are going to look for ways of sustaining what he has promised Nigerians. I will only appeal to Nigerians to give him the opportunity to see how he will achieve whatever he must have promised.

“Let us just give him a chance and be hopeful and trust that Mr. president, known to be somebody who keep to his words, is going to achieve the promise he has made to Nigerians”.

EFCC’ll recover all stolen public funds, says Magu


Economic and Financial Crimes Commission (EFCC) Acting Chairman Ibrahim Magu yesterday said the Commission will  recover public funds stolen in the guise of arms procurement.
He also said the culprits in the arms scandal would be brought to justice, adding that the commission was on top of the ongoing investigation.
Magu spoke at the commemoration of the International Anti-corruption Day at the Shehu Musa Yar’Adua Centre, Abuja.
This is the first time he has spoken on the ongoing investigation of the more than $2.1billion arms scandal.
He said:  ‘‘Corruption is like a chain whose effect impacts various aspects of the society, undermines democracy and the rule of law, distorts markets, erodes quality of life, leads to human rights violations and fans the embers of terrorism and other threats to human security.
“I am sure that many of you would have read in the newspapers stories about the Commission’s on-going investigation into the arms procurement scandal.
“I can assure you that the Commission is on top of that investigation.  We will spare no effort to ensure that we recover every kobo of public funds that have been stolen in the guise of arms procurement.”
The EFCC chairman promised to embark on radical reforms of the agency.
He added: “The on-going implementation of its Strategic Plan continues to provide the Commission with the increasing organisational capacities necessary to explore its expanding abilities in corruption prevention and enforcement as well as law enforcement coordination and collaboration.
“I plan to undertake  further institutional reforms to increase our capacity to fight corruption in Nigeria. Thankfully, the stance of the current government against corruption has created an enabling environment for us to carry out our mandate.”
While promising to break the corruption chain in a fair, accountable and transparent manner, Magu sought the cooperation of civil society organisations and other stakeholders in the anti-graft war.
He said: ‘‘Our common resolve is far stronger than the challenges we face in the fight against corruption.  I call on you to embrace the EFCC’s  public enlightenment campaigns, the activities of our Zero Tolerance Clubs in tertiary institutions and our inter-faith initiatives because in this effort to break the corruption chain. No man is an island and only when we work together can we make a difference.’’
He said the commission had so far investigated 1,881 cases in 2015 alone.
“Out of this figure, 280 cases were filed in courts and 78 convictions were secured.
“In this period also, eight interim and two final forfeiture orders were handed down by various courts on applications brought by the Commission”.
Magu thanked President Muhammadu Buhari for creating an enabling environment for the Commission to fight corruption.
Earlier, the Secretary-General of the United Nations (UN) Mr. Ban Ki-Moon, spoke of the “disastrous impacts” of corruption on development when funds meant for social amenities are diverted by public office holders for their personal use.
Ban Ki-moon, who was represented added that corruption could exacerbate violence and insecurity.
‘‘It is time to deliver a clear message around the world that rejects corruption and embraces the principles of transparency, accountability and good governance. This will benefit communities and countries; and it will help to usher in a better future for all,’’ he added.
The Director-General of the Bureau of Public Service Reforms, BPSR, Dr. Joe Abah, called for the enhancement of the Code of Conduct Bureau, CCB.
He further stated that the newly introduced zero- based budgeting would ensure discipline in the implementation of budgets.
Lilian Ekeanyanwu, representing the Technical Unit on Governance and Anti-Corruption Reforms, TUGAR, urged the anti-corruption community to take advantage of the positive body language.
“We must hit the ground running. We must have a national strategy to bring awareness about the issue of corruption and find methods to curb the malaise, while keeping the populace involved,” she said.
The Deputy Chief Mission of the United States Embassy, Maria E. Brewer, said corruption could undermine institutions and slow development of any nation.
She said that the United States was ready to partner with Nigeria in the fight against corruption.
This year’s anti-corruption day was organised by the Inter-Agency Task Team (IATT), the European Union (EU) and the United Nations Office on Drugs and Crime (UNODC). It holds on December 9, every year.
At the event, which featured a debate on corruption elimination between students of Light Way Academy and Model Secondary School Maitama, Abuja, were participants from the Budget Office, Independent Corrupt Practices and Other Offences Commission, ICPC, Nigerian Financial Intelligence Unit, NFIU, TUGAR, Bureau of Public Procurement, Corporate Affairs Commission, Public Complaints Commission, Police, National Drug Law Enforcement Agency, NDLEA, Federal Inland Revenue Service, FIRS, Ministry of Justice and Ministry of Finance, among others.

Pupils attack teachers with guns in Osun

Some teachers at Anglican High School and Adenle Middle School in Osogbo narrowly escaped being shot when some cultists invaded the school compound and chased out teachers.
The school which houses  student population of about 7,000 is made up of Anglican High School 1-5 and some students of Adenle Middle School.
Our correspondent gathered on Thursday that the crisis was caused by some students who knew they could not pass  the qualifying examination the state wanted to conduct to select those whose WAEC  fee would be paid by the state government.
But some said the crisis started  last Friday when a student identified as Toib and his colleagues stormed the school premises with dane guns to attack a member of Osun Youth Empowerment Scheme ( O’ YES cadet) who they had issues with.
A teacher told our correspondent that Toib and his gang chased a female Home Economics teacher out of the class when the trouble started.
The invasion of the school  forced other students and workers to flee.
The Friday invasion was said to have forced the school authorities to invite policemen but the cultists mobilised more members and attacked the police even on Monday.
The development, it was gathered led to the instruction given to the teachers by the Nigeria Union of Teachers that all teachers should stay away from school because of the threat to their lives.
It was further learnt that the Osun State Ministry of Education had also closed down the school to prevent any death.
The Permanent Secretary of the Ministry of Education, Mr. Lawrence Oyeniran,  when contacted declined to make any comment on the crisis.
He said, ” This is a subject I don’t want to talk about. Maybe you can see the deputy governor and ask her your questions.”
However, the NUT chairman, Mr. Amudah  Wakeel, when contacted said the crisis was so serious, adding that some of the teachers were lucky to have escaped being shot dead by the rampaging cultists.
Wakeel said, ” Some cultists among the students invaded the school. They wanted to kill some of the teachers. They took dane guns to the school but our members were fortunate.
“A member of ‘OYES’ cadet was injured with an axe by the students but he survived. The police were deployed to prevent the situation from leading to loss of lives. We have instructed our members to stay away from the school because of the threat to their lives.
“The union has the power to instruct members not to go to school if their lives were threatened and this is exactly what happened. The teachers stopped going to school and the government has closed down the school.”
The Police Public Relations Officer, Mrs. Folasade Odoro, when contacted told our corespondent  that seven suspects were arrested in connection with the crisis.
It will be recalled that a teacher at the Oosgbo High School was injured with an axe following the bloody clash between students of the school and students of Government Technical College, Osogbo, in 2014.

We will create ICT hubs across Nigeria, says Osinbajo.

Vice President Yemi Osinbajo said on Thursday that one of the cardinal objectives of Federal Government’s ‘’change agenda’’ was to create Information Communication Technology hubs across the nation. He stated this at the signing a Memorandum of Understanding on ‘’ICT for Change Empowerment Programme’’ between the Federal Government and Huawei Technologies Co. Nig Ltd at the State House.

“We are looking at developing existing hubs and to see how we can empower those who are already working in the various ICT hubs,’’ Osinbajo said. According to him, some of the ICT organisations were already growing into a silicon valley in Yaba, Lagos, and many people are engaged in programming and developing applications.

He said that the Federal Government would expand the scope of technology and incubate the start-ups of young people to advance ICT. He said that the development of ICT was an opportunity for people to get quick and decent jobs to enhance their lives and the economy. He commended the group for the partnership with the government, and assured that the government would work with it to achieve success.

The vice president said that the government was creating an opportunity to ease business for entrepreneurs, adding that the country must move up in the business index by opening up the market. He said the Federal Government would encourage not only the selling of products but also their local manufacture so that the large population in the country could occupy the middle class.

He said that it was an opportunity for China to improve on its technology transfer, being a strategic partner with the Federal Government and that the effort would lead to greater prosperity for both China and Nigeria. Osinbajo hailed the ladies who qualified to go to China for ICT training, saying that it was the objective of the administration to advance the girl-child education and women in business because of their large population.

“If you don’t engage women in business and education, we will be shooting ourselves in the feet as women have a very great role to play in nation building. “Chinese Ambassador has proved to us that he is not only an ambassador but a brother, because he has stuck to us very closely and has taken every opportunity to work with Nigerian government to achieve our objective,’’ he said.

He also commended Huawei technologies for the manner it was advancing technology development globally, remarking that knowledge was key ‘’and only the knowledge society will succeed’’. The vice president said he was excited about “certain attitude the young generation has about technology’’, adding that it was time for young people to be trained to imbibe ICT and the entire technology field.

Minister of Communications, Adebayo Shittu, said that the trainees would be evenly selected and urged Huawei group to increase the number of Nigerian trainers for the project to save cost of sending trainees to China. Also, Labour and Employment Minister, Chris Ngige, in his remarks, said that the Chinese had blazed the trail in advancing technology in Nigeria.

Ngige described China as ‘’friends in prosperity and friends in poverty’’ as both countries were eager to lift the unemployed out of poverty. He said that the MOU would create jobs in line with government’s objectives and requested that the number of trainees be increased to accommodate more youth.

On his part, Chinese Ambassador to Nigeria, Gu Xiaojie, said that based on existing cordial relations between China and Nigeria, his country would be part of the change agenda in Nigeria. He said that his country was ready to develop the economic cooperation with Nigeria through 10 key cooperation plans, including industrialization, agriculture, infrastructure, financial services, rail development and public health.

Governor Ambode inaugurates committee to boost power supply.

Governor Akinwunmi Ambode,Thursday, inaugurates committee to boost household and business power supply, with a charge on them to work assiduously to create an enabling environment that will ensure 24-hour power supply to residents in the state.
The Governor who spoke at the Lagos House, Ikeja while inaugurating the Power Committee said it was a common knowledge that power supply is a major challenge, adding that it must be addressed in order to achieve sustainable economic growth and development in Nigeria and Lagos State in particular.
He said that in view of the importance of the Lagos economy to the nation and the concerns that have been expressed particularly by the business community, his administration has considered it expedient to constitute an advisory committee on power, adding that no state in the federation is more affected by the state of the power sector than Lagos.
The Governor said that Lagos State accounts for over 60 percent of the industrial and commercial activities in Nigeria, emphasizing that the energy requirement for the state is estimated at about 5,000 Mega Watts of which only about 1000 Mega Watts is currently being supplied; hence the need to inaugurate a committee that would ensure the power need of the people is met.
He said members of the Committee consist of representatives from the State Government and industry experts from the private sector urging them to provide a sustainable guide in the development of a roadmap for reliable power supply in the state, foster collaboration and develop a congress or platform for all major power stakeholders in the state and the private sector.
Members of the Committee include the Deputy Governor of Lagos State, Dr. Mrs. Oluranti Adebule, the Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, the Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem and the Commissioner for Information and Strategy, Mr. Steve Ayorinde.
Other members of the committee include representatives of Ikeja Electricity Distribution Company, Eko Electricity Distribution Company, Transmission Company of Nigeria, Gaslink Nigeria Limited, Falcon Corporation Limited and Egbin Power Plc.
Governor Ambode, shortly after the inauguration tasked the committee to make electricity available to Lagosians for both business and domestic use, just as he expressed confidence that they would not disappoint Lagosians.
The Governor also hinted that in order to underscore his administration’s commitment to security of the lives and property, his administration has embarked on an aggressive programme of lighting up Lagos and explained that major highways and streets are being connected from point to point using Independent Power Projects (IPPs) and other means effectively.
He also encouraged individuals, private homes and corporate organizations to take up streets or roads of their choice and light them up with connections to their meters and generators, assuring that the state government will reciprocate the gesture by giving concessions to them in the payment of their annual Land Use Charges.
“In addition, they shall receive Special Commendation letters from the Governor. Such projects will also be commissioned by government officials and Community Development Associations. We believe that this initiative will promote a new culture of co-operation and ownership”, he said.
Earlier, Commissioner for Energy, Mr. Wale Oluwo said with the success of the IPPs, the state which provides 24-hour power supply to public facilities, the state government is working towards ensuring that residents in the state can enjoy regular power supply in their homes.

SERAP to Okonjo-Iweala: Apologise to Nigerians for illegally transferring $322milion Abacha’s loot to Dasuki

Socio-Economic Rights and Accountability Project, SERAP has asked former Minister of Finance Ngozi Okonjo Iweala to “apologise to Nigerians for claiming recently that recovered Abacha loot was transparently spent while she knew that  $322m (about N63billion) recovered Abacha funds were inappropriately released to finance the fight against Boko Haram.”

SERAP’s statement today followed Mrs Okonjo-Iweala’s confession that she released about $322m to the former National Security Adviser Sambo Dasuki for military operations.
In a statement signed by SERAP Executive Director Adetokunbo Mumuni,  the organisation said that, “The truth about the spending of Abacha loot is now coming out, and it is clear that Mrs Okonjo-Iweala was wrong to accuse SERAP of bias while she knew that we are simply seeking truth, justice and accountability on the spending of recovered Abacha loot.”
“Mrs Okonjo-Iweala’s approach of ‘no answers, no apology’ on how Abacha loot was spent is doing her reputation more harm than good. We hope that she will take cue from the World Bank (her former employer) when it defined ‘accountability and probity’ as knowing what task has been set, accepting to do it, and going about it with a sense of probity. Probity implying the willingness to self-disclose such information to which a specific stakeholder group has a right as well as tolerance of the scrutiny of such a stakeholder group on information to which they have a right,” the organisation said.
“We therefore urge her to now come out for the sake of millions of Nigerians living in extreme poverty but also of generations as yet unborn and tell Nigerians the whole story about what exactly happened to recovered Abacha loot, as well as publicly apologise for claiming that Abacha loot was transparently spent. She should be willing to be held to account,” the organisation added.
The letter, dated January 20, 2015, which was addressed to former President Goodluck Jonathan, revealed that $322m of Abacha loot was transferred following a January 12, 2015 request by the office of the former National Security Advise Sambo Dasuki for funds for the procurement of arms and ammunition as well as intelligence equipment. The letter reads: “Please find a request by the National Security Adviser (NSA) for the transfer of $300 million and £5.5 million of the recovered Abacha funds to an ONSA [Office of the National Security Adviser] operations account.
The NSA has explained that this is to enable the purchase of ammunition, security, and other intelligence equipment for the security agencies in order to enable them fully confront the ongoing Boko Haram threat. His request is sequel to the meeting you chaired with the committee on the use of recovered funds where the decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development need (including a portion for the Future Generations window of the Sovereign Wealth Fund)”.
It would be recalled that SERAP had raised some questions for Mrs Okonjo-Iweala to answer regarding how Abacha loot was spent.
The questions read in part: “First, the World Bank confirmed that of the 51 projects reviewed, 23 were described as “completed”, 26 were at various stages of completion, and 2 were described as “abandoned”. Nigerians would like Mrs Okonjo-Iweala to show us evidence of the 23 projects allegedly completed, and whether the 26 projects where actually completed; and what became of the 2 abandoned projects.”
“Second, the World Bank confirmed that 6 out of 8 health centers reviewed pertained to physical infrastructure but were not completed. Nigerians would like Mrs Okonjo-Iweala to explain why these projects were not completed on time, and whether in fact they were completed at all; as well as location of completed projects.”
“Nigerians would also like Mrs Okonjo-Iweala to explain the letter she wrote to the Ambassador of Switzerland to Nigeria January 9, 2005 that of the 174 health centers built with Abacha funds, 138 were fully functional and that remaining 36 were expected to be commissioned in January 2005. Nigerians would appreciate it if Mrs Okonjo-Iweala could identify and name all the health centers mentioned her letter.”
“Third, as regards power projects, the World Bank confirmed that payments by government to contractors could not be verified “because in most cases contact information for contractors was not available,” and that 10 of the 18 power projects pertained to physical electrical installations. Nigerians would like Mrs Okonjo-Iweala to identify and name the 10 installations, and to provide contact details of the contractors that executed the projects.”
“Fourth, the World Bank confirmed that most of the recovered funds were used to repay domestic borrowing. Nigerians would like Mrs Okonjo-Iweala to explain how much exactly was involved as a part of 2004 annual budget execution in anticipation of the repatriation of the looted funds in 2004, as well as repayment terms of the funds and from which banks.”
“Fifth, the World Bank confirmed that the government opened a special US dollar account for recovered funds with the Bank for International Settlements in Basel, to which various transfers of Abacha loot were made. The World Bank also confirmed that some $50 mn was received before 2005 which was kept in the special account. Nigerians would like Mrs Okonjo-Iweala to explain how much was left in the account by the time she left office in May.”
“Sixth, the World Bank confirmed that the data on inflows of recovered funds are broadly identical but that there was one material discrepancy, which was unexplained. The Bank also said the information it received from the government ‘does not contain a reference to the transfer of $5.2 mn in August of 2006.’ Nigerians would like Mrs Okonjo-Iweala to explain the material discrepancy, and why the transfer of $5.2 mn was not disclosed to the Bank.”
“Seventh, the World Bank confirmed that Abacha returned loot was used as source of 2005 budget deficit financing, and that the funds were directed to co-financing of capital expenditure and balancing the 2005 budget. Nigerians would like Mrs Okonjo-Iweala to explain exactly the capital expenditure involved.”
“Eighth, the World Bank confirmed that the Abacha funds were used to provide additional financing for the Universal Basic Education (UBE) program in the amount of NGN24.25 bn to support basic education throughout the country. This amount was fully disbursed and fully utilized. Nigerians would like Mrs Okonjo-Iweala to identify the number and location of schools which benefited from these funds at the time.”
“Ninth, the World Bank confirmed that there were problems with collecting project-related information because of under-developed reporting and accounting standards, and absence of properly set-up databases for sectoral project portfolios; and weak administrative capacity in the ministry of finance. Nigerians would like Mrs Okonjo-Iweala to explain why this was the case under her watch.”
“Tenth, the World Bank confirmed that 13 road projects were completed including 3 of the largest road and bridge projects in each geo-political zone. Also, the Bank regretted that it was not possible to interview many contractors in order to obtain independent confirmation of amounts spent on individual projects, and record their comments on project status. Nigerians would like Mrs Okonjo-Iweala to explain exactly happened, and to identify unconfirmed individual projects, including the largest roads and bridges completed.”
“Eleventh, the World Bank confirmed that no special arrangements were made for project selection and monitoring. According to the Bank, ‘Given the weakness of general budget reporting systems at the moment, this decision greatly undermined the opportunity for tracking the returned Abacha funds and analysis of their utilization.’ Nigerians would like Mrs Okonjo-Iweala to explain why this was the case under her watch.”

High Chief Raymond Dokpesi by all standards is a very popular man. With no fewer than seven wives and many girlfriends, he is also the darling of many ladies. His media company, DAAR Communications, is also a household name. With its Raypower and AIT, radio and television stations, DAAR has revolutionised the broadcast media industry with quality content and programming.
But just as the saying goes ‘that behind every successful business, there is a tale’ Dokpesi’s case is not an exception. The tales of this Ezomo of Weppa Wanno Kingdom are however not all about hard work and perseverance but also of fraud and deceit. Dokpesi’s numerous fraudulent schemes reached the summit in 2009 when Nigeria hosted the Under 17 Junior World Cup. Daar Communications was granted the broadcast right for the tournament by the Federation of International Football Associations. But in an intriguing plot, Dokpesi approached then President Umaru Yar’Adua demanding payment for broadcasting the football tournament. Since the Federal Government did not enter into any contract with Dokpesi and DAAR on the tournament, a perplexed Yar’Adua asked for briefing from his aides. According to a report by Saharareporters in August 2010, the director-general of the Nigerian Broadcasting Commission advised government not to accede to the ‘bogus request’, more because the technical facilities DAAR was going to use for the broadcast, belonged to the Nigerian Television Authority, NTA, owned by the Federal Government. There were also reports by several committees, which recommended the non-payment of the bill.
Yar’Adua thus stoutly declined payment, despite the intervention of his vice-president, Goodluck Jonathan, who then chaired the Local Organising Committee (LOC) for the tournament. Even when AIT blackmailed the LOC that it would not broadcast the final of the game and demanded a reduced amount of N3.5billion, to enable it pay creditors such as MTN that provided some Internet links, government refused to budge. The reduced amount followed the advice of a presidential committee on Harmonisation and Negotiation headed by Patrick Ekeji, the director-general of the National Sports Commission. It was set up by Jonathan’s LOC. But Yar’Adua stuck to his guns, as he saw no sense in paying for a service the government did not ask for in the first instance.
Yar’Adua died in April 2010 and Dokpesi wormed his way into the heart of Goodluck Jonathan, his successor. This chummy relationship did not come easy. Dokpesi was part of the Pastor Bakare’s inspired Save Nigeria Group that mobilised public support for Jonathan, in the succession crisis that came in the wake of Yar’Adua’s grave illness and eventual death. But after Jonathan became the president and he still did not pay AIT’s N3.5 billion bill, Dokpesi abandoned Jonathan and embraced former military president, Ibrahim Babangida, to work as the director-general of his campaign. Babangida wanted to challenge Jonathan for the ticket of the Peoples Democratic Party.

When Babangida’s campaign collapsed, Dokpesi ran back again to Jonathan, using the platform of the South-South Leadership Forum. He was desperate at this time to curry Jonathan’s affection, not just for money but his survival. When bombs were detonated at the Eagle Square, Abuja, during the 1 October, 2010 independence anniversary, killing and wounding scores of people, Dokpesi was indicted and arrested by security agencies. They accused him of having links with the leader of MEND, Henry Okah who is currently serving a jail term in a South African prison.
A rattled Dokpesi quickly retraced his steps and began series of reconciliatory moves with President Jonathan. This medium learnt that as part of the peace deal, Dokpesi pledged to make his station available for the pursuit of Jonathan’s political goals, making his stations available as the publicity arm of the Jonathan presidency, doing it with even greater fervour than the NTA and Radio Nigeria. As he wormed his way back into Jonathan’s heart, he presented again in 2011, the bill government had rejected to honour in the past. Inexplicably, the pruned down N3.5billion bogus bill, had ballooned to N8.047 billion.
Speaking on the issue in an interview granted to Kayode Ogundamisi and published in Sahara Reporters on October 18, 2010, Chief Edwin Clark branded Dokpesi as a cheat and dishonest person. Chief Clark was quoted in the interview: “They (federal government) are not owing him any money. He is a cheat. The Federal Government has set up a committee; they’ve looked into that case. It was NTA that covered the event”. The presidency simply ignored the observation of Chief Clark and decided to pay the fraudulent claim.

That was, however, the beginning of an intricate web of illicit financial transactions involving Dokpesi, the Presidency, the Federal Ministry of Finance and some private sector bankers. On the strength of the president’s promise, Dokpesi approached First Bank to open an account in the name of DAAR Communications at the Asokoro branch in Abuja. Contrary to the law, Dokpesi was and remains the sole signatory to the account even though as a company quoted on the Nigerian Stock Exchange, its accounts should be operated through the Director of Finance and one or two other signatories. The Asokoro account was later closed, but a new one also in the name of DAAR Communication was opened at the Maitama branch.
Precisely on the 27 January 2012, the fraudulent fund of N8, 047,275, 290. 99 (eight billion, forty seven million, two hundred and seventy five thousand, two hundred and ninety naira, ninety nine kobo) was paid into the account with number 2017679134. In a letter dated 28 January 2012 and signed by both the Business and Relationship officers of the bank, Susan Abuh and Bukola Adeojo, the Maitama First Bank branch management acknowledged the payment. The acknowledgment letter reads: “ We write to inform you that we received the sum of Eight Billion Forty Seven Million Two Hundred and Seventy Five Thousand and Ninety Nine kobo only, (N8, 047, 275, 290, 99) into the above stated account domiciled with us in Maitama office on 27 January, 2012. This letter serves to bring to your knowledge that the said amount has been credited into DAAR Communications Plc account…” With the connivance of the bank, Dokpesi continued to run the account alone, contrary to extant financial regulations for quoted companies.
Surprisingly, even after receiving such a humongous amount of money purportedly on behalf of DAAR Communications, Dokpesi never thought of paying dividends to shareholders, who have not been paid any dividends since the company became PLC about seven years ago. Rather, the money was drawn down almost to zero, within three months. Payments were made into Dokpesi’s personal domiciliary account with number 2017451925. At a point, this account contained over a million dollars. Part of the money also went in form of thousands of dollars into Dokpesi’s VISA Gold Account number 3071078978.
Fidelity Bank that had taken DAAR to court and had gotten judgement to take over the company’s assets for debt calculated at N7.5 billion was paid N4.2 billion on 14 February. Part of the money was also used to open Letters of Credit (LCs) for DAAR, ostensibly to buy equipment for the broadcasting outfit. All his wives and mistresses were also well accommodated on the account, with amounts ranging from N2.5 million to N5 million. The National Broadcasting Commission was also paid N400 million from the account on 31 January. On 1 February, the construction company, Dantata Sawoe also got N400 million, possibly in connection with the multi-billion mansion of the media mogul, now completed in Abuja. By 3 April 2012, the balance on the account was below N60, 000.
Chief Dokpesi however longed for new funds to swell the account all over again. Relying on the same documents used to fraudulently collect the N8.04 billion as authorised by President Jonathan, he mischievously tried to dupe the Federal Government by collecting the same money twice. This medium learnt that Dokpesi’s attempt to collect double payment for the same project involved an intricate web of bribes to unscrupulous officials in the Federal Ministry of Finance, the Central Bank of Nigeria (CBN) and the office of the Accountant General and even the presidential villa.
Anticipating that the attempt to collect the second fraudulent payment for a ‘phantom job’ he had already been paid for would succeed, Dokpesi even agreed on a sharing formula with some people in the Villa, Ministry of Finance, Ministry of Justice and the CBN. His banker friend and confidante was to handle the distribution via series of blank First Bank transfer forms already signed down by Dokpesi. For instance, the sum of N2 billion was to have been transferred to an account of B.T OIL & GAS NIG. LTD with account number 2020605922 domiciled in the First Bank, Aminu Kano branch, Abuja.
Still in anticipation of receiving this money, Dokpesi, through DAAR Investment and Holding Company, applied to First Bank, Maitama Branch, for a facility of N160 million. The bank refused the request on the grounds that it had no information on the receivable to be discounted which is said to be related to the contract executed since 2009. “Parent Company has a bad loan which N95 million was written off the bank’s books. The rule is that such amount should be paid back if customer is to enjoy another facility with the bank; Not a fair risk and no easily available fall back position for the bank”, the bank said.
Dokpesi’s long expectation was however dashed when a vigilant official at the CBN revealed that the money being demanded had been paid before and the whole process was terminated.
Another alleged audacious fraudulent venture by Dokpesi was his alleged plot to hack into account number 60959146 with SORT CODE 201334, belonging to one Dr Haggai I. Ali with Barclays Bank, Queens Road Branch, and Bristol, UK. Papers stumbled upon by TheNEWS, showed that it was an elaborate scheme to defraud the bank as well as Barclays Bank of UK to the tune of 800,000,000 Euro. The transaction was to have been conducted through Deutsche Frankfurt, Dubai and the money to be received through DAAR Investment and Holding Company with account number 1000086988.

A letter to First Bank personally signed by Dokpesi and dated 15 April, 2013, had requested the bank to “issue a letter in favour of Messrs CIGALE FINANCE SA, 5 RUE AUNIR, NOGENT SUR MARINE 94130, FRANCE”. The letter claimed that DAAR Investment and Holding Company was arranging funds to the tune of 800,000,000 Euro in two tranches of 300,000,000 Euro and 500,000,000 Euro “for the funding of DAAR Communications Plc expansion programme as well as other investment projects in the Nigerian economy”. He concluded the letter thus: “Messrs Cigale Finance SA have requested us to obtain a letter from our bank confirming its willingness to receive the funds into our account and disburse same in accordance with provisions of a Memorandum of Understanding (MoU) which is attached for your perusal”.
On 30 April 2013, First Bank wrote Cigale Finance SA accepting the offer and confirming that DAAR Investment and Holding Company Limited was one of its well-known customers. Part of the letter reads: “We further pledge that we will abide strictly by the terms of the MOU duly executed by both parties,” First Bank wrote.
It was, however, discovered that all the documents cited by DAAR Investment as regards the purported 500,000,000 Euro investment were fake. The Memorandum of Understanding between DAAR Investment and Cigale Finance SA was a complete ruse. One of those who signed the MOU on behalf of DAAR Investment, Godfrey Usifoh, was also discovered to have falsely claimed to be a banker. Usifoh was indeed a staff of DAAR Communications and an aide of Dokpesi. Upon further enquiries by First Bank, Deutsche Bank confirmed that there was no transaction of that magnitude which was to come in two tranches of 300,000,000 Euro and 500,000,000 Euro in their coffers. The bank also called its Maitama branch to warn that it was an attempted fraud.
But life goes on for the Agenebode-born media chief. At the moment, his media organs remain the biggest megaphones for the Goodluck Jonathan campaign; turning them to mount baseless muckraking, hate campaigns against leaders of the opposition. The AIT, oblivious of its middle name as ‘independent’, has become the willing tool of the ruling Peoples Democratic Party, showing libelous and hate documentaries against General Muhammadu Buhari, the presidential candidate of the All Progressives Congress, APC, and the party’s national leader, Asiwaju Bola Ahmed Tinubu.
Some media stakeholders said Dokpesi’s media empire is only performing a service to President Jonathan and the PDP, having been paid close to $50 million by the President’s campaign.
However, when TheNEWS contacted Dokpesi for his reaction, he asked his aides to handle the matter. They asked that we wait till the following day. We delayed production for almost 16 hours, after which they asked us to go ahead that they would respond this week.
